Hi all,
It is almost that time of year again, The Tony Burris 50 Mile Plate race is due to be raced for again and hopefully the current holder Andrew Bond with Crossbow, will be defending his 2017 win.
The date will be 7th March food is in place the course has been set the trophies are on order and Force 4 Cardiff have been kind enough to sponsor us again for another year.
I have attached the Sailing instructions and would appreciate your entry in good time for me to prepare. As members a text is all I will need.
Finally, I am in the process of setting up a What’s App for communication this year. There will be a Cruising and racing group. If you would like to be part of one or both of the groups, please let me know and I will add you in. Concerns have been raised regarding the phone continually pinging away, rules will be applied in due course to reduce this.

Sailing Instructions
1. Safety and Responsibility
A. Yacht racing can be dangerous. RRS Rule 4: "The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone." The safety of a yacht and her crew is the sole and inescapable responsibility of the owner or owner's representative who must do their best to ensure that the yacht is fully sound, thoroughly seaworthy and manned by an experienced crew who are physically fit to face bad weather. They must be satisfied as to the soundness of the hull, spars, rigging, sails and all gear. They must ensure that the safety equipment is properly maintained and stowed and that the crew, know where it is kept and how it is to be used.
B. The Cardiff Yacht Club accepts no responsibility or liability for loss of life or injury to members or others, or for the loss of, or damage to, any vessel or property.
C. Yachts must hold a valid and current boat insurance which covers them for third party claims of up to £2,000,000 for the entire period of the series.
D. Each competitor is individually responsible for wearing personal flotation devices adequate for the conditions.
E. Transom mounted outboard motors must not be tilted to the horizontal position.
2. Rules
A. The racing will be organised by The Cardiff Yacht Club and governed by these sailing instructions and The Racing Rules of Sailing (RRS), unless any rules are changed by these sailing instructions.
B. It is a condition of entry that competing yachts shall permit scrutineers to check the validity of handicaps against certificates. All yachts are required to display a sail number or sail number boards or have a name clearly visible.
3. Notices to Competitors and Changes in Sailing Instructions
A. Notices to Competitors and Changes in Sailing Instructions will be displayed in the clubhouse and sent to the declared mobile phone number on the entry form.
4. Course
A. A pre-set course, however, this may be subject to change due to weather conditions, this will displayed in the club and sent to the declared mobile phone number on the entry form.

5. Starting & Finishing Procedures
A. Starts will be on the fixed line from Penarth Sailing Club.
B. The start line is the transit from the triangle on the Penarth clubhouse to the flagstaff. The outer distance mark is the red buoy known as 'PYC ODM' (Penarth Sailing Club Outer Distance Mark).
C. The finish line will be as described above in point “B”
D. All yachts are to record the time they start, this is to be text to 07794563101.This must be sent within 20 minutes of your start time.
E. All yachts are to record their finish time, this is to be text to 07794563101 within 20 minutes of your recorded finish time.
F. Start and finish times are to be recorded from the same watch.
G. Engines are to be off 4 minutes before you start.
H. In the event you choose to retire, you will need to text this to 07794563101
6. Race Time Limits
A. No yacht is to start before 06:00 hours 7th April
B. Any yacht which has not finished by 17:30 hours 7th April will be given a DNF and will not qualify for a result.
7. Protests
A. Protests shall be delivered in writing to the race officer, member or delegate of the race committee within 90 minutes of their finish time.
B. All protests are to be made known by text to 07794563101 as soon as is practicable.
C. Protest forms will be available from behind the bar at Cardiff Yacht Club.
D. The Protest will be decided on the basis of the written Protest, reply from each party protested. The Protest Mediator shall have total discretion as to whether further evidence (including witness evidence) may be submitted. The Protest Mediator shall have total discretion as to whether to convene a hearing to hear further evidence. The decision will be final.
E. If having read the evidence the Protest Mediator considers that the matter should be put to a full Protest Committee, he shall decide accordingly and have full discretion.
F. Penalty for Protests decided by Arbitration any party found to have infringed a rule shall not be disqualified but shall incur a 25% place penalty subject to a minimum of 3 places. No penalty shall result in a score which would exceed that of a Disqualification. Application of a penalty shall not affect the place or score of other boats. Any decision shall be final.
8. Results
A. Byron handicap system will be used
B. Results will be displayed in the Clubhouse as soon as possible after the race and on the Sailwave website in the CardiffYC folder.
9. Penalties at the time of an incident
A. Penalty turns shall be taken in accordance with RRS 44.
