The Volvo 2000 series has no pre-heat and as such relies upon compression to start. Make sure the starter motor and the batteries are in good condition. Use both batteries for initial starting.
I had a Volvo 2001 on Plato for years and know how frustrating this can be. Once started it should be no problem. I had the engine looked at by Wigmore Wright and also Dave over at Westpoint. There is also a service engineer at Sparkes in Caerphilly. Eventually we took the engine apart with a view to a complete rebuild. But once I'd worked out the cost of the new rings, bearings, gaskets etc With every thing I realised I'd be spending a load of money on an engine which was still nearly 35 years old. I got a price from WW for a new engine and a year later sold the boat for a lot more than what I would have got with the old engine.
I still have the 2001 engine stored in the garage. This I now realise is one of those many project which is simply never going to happen, so if anybody wants it let me know.
Sorry this may not be the reply that you were looking for. One tip which did work was using white diesel makes for easier starting.
My engine.... in bits has a new lift pump, starter motor, alternator, starting handle (LOL!)
I've known people use a blow lamp in the air intake to get a Volvo 2000 series engine started! Do not use 'Easystart' . I've also got a workshop manual and numerous diagrams of how the engine goes together.
Best of luck .... remember its a sailing boat and that's what it does best!

Yes starting as set out in manual how ever it appears that it could be the rack sticking or the engine oil may be to thick so oil changed planned later this month
